Blue Dragon Art operated from October 2013 to March 2019 at URS127, a site managed by Taipei City’s Urban Regeneration Office. Operating under the name Play Art Workshop, the organization utilized its expertise in contemporary art curation to serve as a communication platform between traditional industries and emerging cultural and creative enterprises.

The space was organized into three main areas: the 1st floor for thematic galleries and library facilities, the 2nd floor for lectures, workshops, and partial office use, and the 3rd floor dedicated entirely to office space. The front sections of the 1st and 2nd floors were open to the public, inviting visitors to explore URS127 and providing an ideal setting for casual art appreciation.

The 1st floor housed the thematic gallery and picture book library. It served as the exhibition space for current themed shows while offering an open-access library with a rich collection of contemporary art and architecture books, available to all visitors.

The 2nd floor was designed to support public engagement activities alongside the main exhibitions, including lectures and workshops. The front section could also be flexibly adapted as a screening room for films or video art. The rear section contained a presentation room for visiting groups, as well as office spaces used by Blue Dragon Art.

The 3rd floor functioned entirely as the administrative office for Blue Dragon Art, supporting the organization’s curatorial and operational work.
