As Kaohsiung moves toward becoming a “networked city,” communication can happen instantly across vast distances, and cultural transmission and learning no longer experience time delays. Information, popular culture, and cultural values from around the world are now shared and reproduced in real time. In this era of new media and technology, understanding Kaohsiung’s urban character and reflecting on how to preserve and interpret its contemporary cultural landscape—rather than seeing progress as purely linear—becomes a central goal of this public art initiative.

The interface of public art encompasses four levels: artistic creation, landscape space, local communities, and historical-cultural context. Through the installation of public artworks, this initiative not only fosters interaction between people and the artworks but also uses artistic practices as a medium for human-to-human engagement. By integrating the cyclical and transitional nature of public art with the expectations of citizens, the project seeks to create new urban experiences.
