2018 Yilan Chair International Design Award Competition
I. Objectives
To convey the passion and hospitality of Yilaners as well as the natural beauty of the county’s mountain forests, the Yilan Chair International Design Award came about as a vehicle. Yilan County Government has linked the local natural features and living styles to fit the goals which Yilan County Government is striving for: a “children’s dreamland” and a “city of innovation” through the power of creative design. The Yilan Chair International Design Award was born for these purposes. The competition has also become the backbone of the local cultural and creative industry: a local design industry featuring furniture, stationary and toys.
The Yilan Chair International Design Award is a brand of design competition based on a city. In the past five years, more than 4,000 works registered, and in 2017 a new record was reached: the works came from as many as 35 countries. Through the competition, the participation of eminent designers all over the world, the design observation and learning activities, the outreach of the exhibitions, and the collaboration with elaborate traditional workmen and local wood industries, the competition has been elevated to a worldwide platform for the communication of professional designers and an eminent international brand of creative furniture design competition
Culture, environment protection and tourism are the core spirit of Yilan County. The county government has established the unique Yilan experience by supporting cultural inheritance, sustainability and zero-carbon tourism industry. The International Yilan Chair Design Competition will carry out the core concept of “Green Design and the Aesthetics of Forests”, and we believe that design is the power of warmness which will bring happiness and changes to each visitor individually. The target issues have been expanded to cover “the respect and care of the multi-cultural society” and “the sustainability and the balance of the environment” and create a real sustainable living area, and the dreamland for living. We are looking forward to designers who consistently discover features from local landscapes, living styles, folk festivals, traditional workmanship, natural materials, and manufacturing techniques and transfer these concepts into the “Seat Design” and “Seat Design for Children”. Natural and recyclable materials are used to the major materials of the creations that correlate to the spirit of Yilan: friendly interactions and sustainable harmony.

III. Competition Eligibility
1. Any individual with a passion for design is eligible to register for the competition. The regulation will be applied irrespective of someone’s ages, professions, places of residence or nationalities.
2. Individuals or teams are both eligible to register, though teams should have no more than three members.
3. Each work cannot be registered to both two categories.
IV. Competition Theme
Theme: Express the Features and Values of Yilan, and Focus on the Below Concepts:
1. The Power of Design, Bringing Happiness and Changes
“A creative city” is our future vision, and we believe design can give us strength. Those humorous and heart-warming points will make people laugh. We invite people to think about how to solve practical problems or bring physiological/psychological happiness and changes in daily life by designing forms, colors, or creativity on the interactions and usage.
2. The Respect and Care of the Multi-Cultural Society
Building “Children’s Dreamland” is not only for children, but also for the future land where our next generation could live with happiness. To provide friendly and heart-warming designs on using habits, situations, we need to express respect and care to the multi-cultural society which consists of different genders, age ranges, occupations, and people with disabilities.
3. The Sustainability and Balance of the Environment
Environment protection is one of the core concepts of Yilan County. The Yilan Chair International Design Award will support this idea by conducting its core concept: “Green Design and the Aesthetics of Forests”. We invite applicants to create their works by natural materials such as wood, paper, cloth, bamboo, and rattan. Additionally, they have to think about the sustainable issues more deeply at the points of the manufacturing process, the materials, and the usage.
V. Work Requirements, Evaluation Standard and Awards
A. Seating for Children (Group A)
Requirements
1. Works are intended for the use of one or more children under teenage (12-year-old kids).
2. Works must be educational and entertaining.
3. The safety and the comfort of the users must be taken into consideration regarding all design elements like dimensions, structure and materials.
4. Materials
a. Materials applied should be predominantly natural (wood, paper, cloth, bamboo, rattan, etc.).
b. Artificial materials to be used must be environmentally friendly.
5. Entries limit
a. Each designer or group should not submit more than 5 entries.
b. Entries should be a set of the multiple works or just a single work.
B. Seating (Group B)
Requirements
1. Works are intended for the use of one or more persons (including children, adults, elders, and people with disabilities).
2. Works must base on the competition theme.
3. The safety and the comfort of the users must be taken into consideration regarding all design elements like dimensions, structure and materials.
4. Materials
a. Materials applied should be predominantly natural (wood, paper, cloth, bamboo, rattan, etc.).
b. Artificial materials to be used must be environmentally friendly.
5. Entries limit
a. Each designer or group should not submit more than 5 entries.
b. Entries should be a set of the multiple works or just a single work.

Woodwork Progress Award Scholarship from Furniture Foundation, HDG 1. Selection The named designers on the final list could apply for a grant by delivering the application form before the final review. The jury will choose at most 3 winners. The total scholarship for the winners is NT$66,000. 2. Receiving a Prize a. Each winner will get 50% off tuition for each semester of the Nonprofit Experimental Woodworking School, NEWS HDG which equals to NT22,000. If the student deliver good progress at his/her study, he/she can apply for the scholarship for his/her following semesters (at most 6 semester). b. The winners will be eligible to join the exhibitions held by the NEWS HDG. |

2. Registration Deadline and Primary Review
(1). Registration Deadline:
Registration page of the 2018 Yilan Chair International Design Award official website will be opened from July 23 to August 23, 2018. The deadline is 5pm (local time in Taiwan), August 23, 2018.

(3) Guideline of Submissions:
(a). Please submit your works and finish all registration processes before the deadline. Any unfinished records will be recognized as “unable to meet the deadline”. Please submit your works as soon as possible.
(b). Any documents unable to meet the deadline or which do not accord with competition regulations will become unqualified.

3. Final Review and Selection
Submission deadline: Before 5pm, Oct 26 (Fri), 2018(local time in Taiwan)
Requirements: If the submissions pass primary review, the submissions will enter final review and selection. A design mockup of each submission is required to be delivered, and we subsidize each mockup NT$8,000. The ratio between the mockup and the real work should be 1:1.
Delivery: Each mockup of submission can be delivered via mail or in person by the submission deadline (service hours: 9am to 5pm).

4. Notice:
(1) Confirming eligibility: All works, electronic files and written submissions will be examined. The qualifications of all registered participants and work details must accord with stipulated regulations. If a participant violates registration or document submission regulations, the participant will be disqualified.
(2)Please carefully check all submissions before submission/delivery. In the event that any submission is found to be not in accordance with stipulated regulations, incomplete, inaccurate, forged, altered, or to contain incomplete work diagrams etc., the organizers reserve the right to not consider this work and this decision cannot be challenged.
(3)Participating individuals/teams are required to cover all delivery costs for submitted works for the duration of the competition and all transportation costs involved in attending the final evaluation and delivering a report to the jury panel.
(4)Participants are responsible for all protective measures taken to ensure works are not damaged during delivery for the final evaluation. A sturdy packaging case is recommended with packing filler. In the event that a work is submitted without completely packaging, the organizers reserve the right to not accept it or return it to the sender. If a work is damaged as a result of poor production or delivery which makes it cannot be evaluated, the organizers are not liable for indemnity.
VII. Selection
1. Formation of the Jury
(1)The competition consists of primary review and final review. The tasks of selection are served by professionals from related industries, academia and public sector. The formation of the jury will be announced before the primary review.
(2)Primary review will be conducted by 7 local judges, and the final review will be presided by 9 judges from Taiwan and the world.
(3)Under the circumstance that no submitted works are deemed to have reached the selection criteria of the competition, the jury shall vacate the award. Submitters should not object the jury’s decision.
2. Primary Review
(1)Document submission: Before 5pm, Aug 23 (Thurs), 2018 (local time in Taiwan)
(2)The outcome of the primary review will be announced in mid-September, 2018 on the official website of the Competition, Facebook, and the webpage of the Bureau of Cultural Affairs, Yilan County Government. Submitters entering the final review will be notified by email or telephone.
(3)There will be at most 30 finalists selected from Group A and Group B.
3. Final Review and Selection
(1) Submission deadline: Before 5pm, Oct 26 (Fri), 2018 (local time in Taiwan)
(2) Each finalist will make a five-minute presentation. The presentation should include work title, design concept, creative application of materials, special features and how the design is to respond to the selection criteria. Overseas finalists unable to deliver a presentation in person can send a five minute video in advance to be played during the final selection panel. The video must be either in English or Chinese with subtitles.
(3) Venue of final review and selection: Chung Hsing Cultural and Creative Park, Yilan
(4) Announcement of winners and awards ceremony: Nov 2018 (provisional).
VIII. Marketing and Promotion
1. The organizers will hold an awards ceremony for prize winners.
2. The organizers will select prize winners for domestic and overseas fairs/expos
3. The organizers will, depending on the situation, act as a platform facilitating contacts between prize winners and product manufacturers, and offering assistance with the development of mass production operations.

X. Rights and Obligations of Participants
1.Once a work wins a prize, the economic rights to related images and text belong to the organizer. Participants are required to sign a “Competition Declaration” granting the organizers the right to use these for collection, marketing, transfers, announcements, publishing, reproduction, copying, public or online display, and all other economic rights related uses, with no limits placed on time, quantity or methods.
2. The intellectual property rights to every award winning work belong to the creator. However, said creator agrees to give the organizers the right to gratis use in perpetuity, to be able to introduce firms and engage in priority product development and official product sales. For those works that do become official products, the organizers will sign an additional formal contract with participants, detailing profit sharing, rights and liabilities.
3. The copyright of each completed work belongs to the participant/team. To prevent future disputes, team members should clarify copyright trading and their relationship (authorization/licensing) on their own. These responsibilities should be agreed by contract in advance. The organizer shall not get involved.
XI. Announcements and Statement for Participants
1. Organizers:
(1)The organizers reserve the right to revise the timetable for registration and document submission if it is deemed necessary.
(2) If a situation arises that is not addressed in the competition regulations, the organizers reserve the final right of revision. Such amendments will be posted on the organizer’s official website and there will be no further notification.
2. Participating works:
(1)All participating works must be original, never previously made public or sold. They must also not be imitations or infringe on the intellectual property rights of a third party. If a prize winning work is later accused and confirmed as having violated rules governing the evaluation process, plagiarism or imitation, the organizers will reconvene the original jury panel which will meet with related legal consultants to discuss an appropriate response. Where necessary, the offending participant will be disqualified and asked to return any cash prize and certificate awarded. The participating work registration form stipulates that participants are not permitted to submit works to the competition for a period of three years. In the event that a participant is accused of infringing the intellectual property rights of a third party legal liability falls exclusively on the participant.
(2)One work should be submitted to only one Group, either Group A or Group B.
(3)Participating works and documentation must be sent to the address indicated by the organizers before the designated deadline. If a submitted work is incomplete or violates competition regulations, the organizers reserve the right to not accept it or have it returned to sender.
3. Participants:
(1) All participants should first read related information to ensure they understand the various regulations and requirements of the competition and are willing to adhere to said rules.
(2)In order to ensure the intellectual property rights of participants are fully protected, it is recommended that finalists should first apply for copyright or patent protection before submitting mockups as part of the final evaluation. If works are copied by a third party as a result of taking part in the competition or exhibition, the organizers do not accept any legal liability to pay compensation.
(3)Participants must not seek to entreaty, lobby, entice, threaten or engage in any other behavior designed to interfere with the jury panel members or their work.
4. Prize winners:
(1)Participants registered as a team must designate a representative to receive any prize. As to receiving prize money and its allocation among team members, that should be agreed beforehand and said agreement followed. At the same time, prize winners are also required to pay tax on their winnings in accordance with the Republic of China Income Tax Law. Competition regulations stipulate that the members of prize winning groups receive a single certificate.
(2)The organizers are authorized to use final evaluation works and images thereof free of charge for purposes of organizing related promotional activities or in concert with media reports etc. The organizers can also use the final evaluation mockups, work descriptions and photographs for exhibition, marketing and publishing purposes. Participants should proactively cooperate with marketing and promotional events.
(3)In order to facilitate future competition related marketing and promotional work, the mockups nominated for the final are the property of the organizers and will not be returned.

2018 「 宜 蘭 椅 國 際 設 計 大 賞」 Yilan Chair International Design Award
壹、目的
為傳遞宜蘭人熱情好客的真摯情感和本縣自然山林之美,宜蘭縣政府藉由創意設計的力量,連結宜蘭本地的自然和生活,並呼應宜蘭縣府長久以來致力耕耘的「兒童夢土」和「創意城市」願景,「宜蘭椅國際設計大賞」應運而生,成為發展兒童三具(家具、文具、玩具)文創產業啟動主軸。
「宜蘭椅國際設計大賞」以城市作為設計競賽品牌。五年來已累積近4,000件參賽作品,2017年更是創下高達35個國家的參與紀錄。藉由競賽、專業設計師邀請、設計見學、展會推廣等計畫,與臺灣豐富多元的在地木材產業及優美細緻的傳統工藝攜手合作,將此一國際設計競賽提升到設計人才交流的大型平臺,並成為臺灣重要的家具文創國際競賽品牌。
宜蘭以文化、環保、觀光立縣,透過文化傳承、環境永續與無煙觀光產業,發展出獨特的宜蘭經驗。邁向第六年,宜蘭椅設計大賞將貫徹「綠色文創‧森林美學」的核心價值,相信設計是溫暖的力量,可以為不同對象帶來喜悅與改變,並擴大關注議題到「多元族群的尊重關懷」與「環境友善的平衡永續」主題,創造一個真正永續的生活環境、生活的夢土。
徵求設計師們持續從宜蘭在地自然地景、生活態度、民俗節慶、傳統技藝、天然材質、加工技術等特色中尋找,以創意手法將此核心價值及主題轉化為「坐具設計」與「兒童坐具設計」,使用天然、再生等環保材質為主要創作質材,呼應宜蘭在地特色及人文自然彼此友善互動、永續和諧的精神。

參、參賽資格
一、 凡對設計有熱情者,不限年齡、職業、居住地與國籍,皆可報名。
二、 可以個人或組隊報名參賽,惟團隊成員至多3人。
三、 每件作品不可同時報名兩組。
肆、競賽主題:呈現宜蘭特色與價值並針對下列主題發揮
1.帶來喜悅與改變的設計力
以創意城市為願景的宜蘭,相信設計是有力量的,設計中的幽默趣味與貼心讓人會心一笑。邀請大家思考如何透過造型、色彩或是使用、互動方式的創意,解決實際生活問題,或帶來生理或心理上的喜悅與改變。
2.多元族群的尊重關懷
宜蘭打造「兒童夢土」其實不只是兒童族群,更關注於下一世代能安居樂業的夢土。利用您的設計,針對不同性別、年齡、行業工作者、身心障礙者等多元族群,在使用習慣、情境、需求上表達尊重與關懷,提供友善溫暖的設計。
3.環境友善的平衡永續
宜蘭以環保立縣,宜蘭椅設計大賞更是以「綠色文創.森林美學」為核心呼應,邀請參賽者以木、紙、布、竹、藤等天然材質進行創作,並從製程、材質、使用方式等多元面向更深入思考環境永續議題。
伍、徵件要求、評分標準及獎勵方式
一、兒童坐具設計(A組)
創作作品需求 :
1. 供12歲以下、青春期前孩童乘坐使用,不限於1人乘坐使用。
2. 符合競賽主題,或具備寓教於樂性質。
3. 關於尺寸、結構、材質等設計,務必顧及兒童使用之適切性、安全性。
4. 創作材質
(1)以天然材料(如木、紙、布、竹、藤等)為主要創作材質。
(2)如搭配其他材質,須運用環保特性之相關材質。
5. 作品數量
(1)每人/團隊報名參賽作品5件為限。
(2)設計以單件作品為主或一組多件。
二、坐具設計(B組)
創作作品需求 :
1. 非僅供兒童乘坐使用,不限於1人乘坐使用。
2. 符合競賽主題。
3. 關於尺寸、結構、材質等設計,務必顧及使用之適切性、安全性。
4. 創作材質
(1)以天然材料(如木、紙、布、竹、藤等)為主要創作材質。
(2)如搭配其他材質,須運用環保特性之相關材質。
5. 作品數量
(1)每人/團隊報名參賽作品5件為限。
(2)設計以單件作品為主,或一組多件。

1. 須於截止時間提交作品報名成功,未完成者視為逾時,敬請提前交件。

三、【決審】作品收件:2018年10月26日(五) 下午五時(臺灣時間)
送件內容:通過初審進入決審之參賽者需繳交實體樣品1件。實體樣品比例為1:1,每件樣品可獲新臺幣8,000元製作費用。
送件方式:郵寄、親送皆可。請在上述之指定日期每日上午9時至下午5 時前寄/送達送件地點,逾期視同放棄,恕不列入評審。

四、注意事項:
(一)資格審查:採作品電子檔資料查核相關資料,凡報名參賽之人員資格與作品須符合規定,若有違報名送件之規定,即失去參賽資格。
(二)寄(送)件時請確實檢查內容,凡有資料不符規定、遺漏、提供不實、偽造變造、作品圖稿未能完整表現等,主辦單位有權不予以採用,不得異議。
(三)參賽者/團隊須自行負擔參賽作品於參賽過程之運送費用,及進入決審親臨現場報告之交通費用。
(四) 請自行負擔決審作品運送過程的相關防護措施,採堅固包裝箱或木箱承裝,並加入填充物防護,如無完整包裝箱,主辦單位有權不予收件,亦不退
回。作品因製作不良或於託運過程中損壞,以致無法進行審查者,主辦單位亦不負賠償責任。
柒、評審方式
一、 評審委員會組成
(一)採初審及決審兩階段,由主辦單位邀請產、官、學界人員、設計專家及相關業者代表等人組成評審委員會,委員會名單另行公告。
(二)初審預計邀請國內評審7名,決審邀請國內外評審共9名。
(三)若參賽之作品未達該獎項之評審基準時,得由評審委員決議從缺之。參賽者應尊重評審委員會決議,不得異議。
二、【初審】階段
(一)初審收件:2018年8月23日(四)下午五時(臺灣時間)
(二) 進入決審名單公告:2018年9月中旬於競賽官方網站、競賽官方臉書、宜蘭縣政府文化局網站公告,並以E-mail 或電話通知。
(三)進入決審名額:兒童坐具設計(A組)、坐具設計(B組)至多30名。
三、【決審】作品收件
(一)決審收件:2018年10月26日(五) 下午五時(臺灣時間)
(二)參賽者到場進行5分鐘口頭報告,內容需包含作品名稱、設計理念、創作材料特色說明、與評審標準之關聯性等;若為國外參賽者,無法親自現場簡
報,則可於決審前10日,寄送5分鐘作品介紹影片說明作品(以英文或中文為主,需附字幕),評選會議當日播出。
(三)決審場地: 中興文創園區
(四)名次公布暨頒獎典禮:2018年11月(暫定)。
捌、宣傳及推廣
一、主辦單位將舉行頒獎典禮,公開表揚得獎作品。
二、主辦單位將精選得獎作品,引薦至國內外博覽會展示。
三、主辦單位將視情況舉辦得獎作品媒合,建立得獎者與產品製作業者間聯繫的平臺,輔導開發量產作業。

拾、參賽者之權利義務
一、 參賽作品於得獎確定時,參賽作品圖文之著作財產權即為主辦單位所有,並同意簽署「參賽切結書」,供主辦單位得不限時間、次數、方式使用於各種
典藏、推廣、借閱、公布、發行、重製、複製及公開展示播放、上網等及其他一切著作財產權利用行為之權利。
二、 得獎作品之智慧財產權為創作者所有,惟需授權主辦單位永久無償使用、複製、媒合廠商及優先開發為正式商品販售之權利。開發為正式商品之相關利
潤分配及權利義務,由雙方另行簽訂正式契約據以辦理。
三、 所完成之著作,其著作權於著作完成時,屬參賽者/團隊所有,為免日後發生爭議,其著作權之交易、團隊成員間之關係(委託或授權)等事項,需由成
員間自行釐清權責,宜先行以契約約定之,主辦單位概不涉之。
拾壹、參賽注意事項及聲明
一、 關於主辦單位:
(一)主辦單位得視實際情況需要,調整報名、收退件等各項時程。
(二)本競賽辦法如有未盡事宜,主辦單位保留最終修改權,並以主辦單位官方網站之最新公告為準,不另行通知。
二、 關於參賽作品:
(一)參加競賽之作品需為原創,未曾公開發表與銷售,且無仿冒或侵害他人智慧財產權情事。獲選之作品事後若經人檢舉,並查證屬實有違反評審作業程序
之規定,或有抄襲、仿冒事實者,主辦單位得召集原評審委員會及相關法律顧問審議並作適當之處理,必要時得取消其資格,並追回已頒發之獎金及獎
狀,此件參賽作品報名表上所列參賽者於三年內皆不得參與本獎徵選,違者喪失競賽資格。若有侵害他人智慧財產權等法律責任,概由參賽者擔負。
(二)同一件作品不可同時參與A組及B組競賽。
(三) 決選參賽作品須於規定期限前送達主辦單位指定收件地址。若繳交參賽作品不齊全,或不符規定者,主辦單位有權不予受理,亦不辦理退回。
三、 關於參賽者:
(一)參賽者請先研讀相關資料,並充分了解本比賽之各項規定及要求,且願意完全遵守本比賽競賽辦法之各項規定及條款要求。
(二)為維護參賽者之智慧財產權,建議進入決審者繳交實體樣品前,應自行申請相關之著作權或專利權之保障。如於參賽或展覽期間遭受他人仿冒,主辦單
位不負任何法律及賠償責任。
(三)不得有請託、關說、利誘、威脅或其他干擾評審委員及評審程序之情事。
四、 關於得獎者:
(一)組隊報名者,其代表人即為獎項發放之送達代表。關於該項獎金之受領與分配,團隊成員請自行協議,並遵循當事人約定,同時需依中華民國所得稅法
規定繳交稅金。依規定共同受獎之團隊,所有設計師共同受領獎狀1紙。
(二)決審作品及圖像無償授權主辦單位辦理之相關推廣活動,配合媒體宣傳報導等事宜。主辦單位得運用決審實體樣品,與其說明文字與照片,作為展覽、
宣傳及出版用途。參加者應積極配合相關之宣傳及推廣活動。
(三)為利未來進行競賽成果推廣及宣傳,入圍決審之實體樣品均屬主辦單位收藏所有,不予退件。

1F/玩藝花園Fun! Art Garden
玩藝花園是URS127玩藝工場的後院,大面的水泥牆面是放映電影的最佳螢幕;也很適合在這裡聆聽夏日音樂會的輕快節奏。
後院開放式的空間為您提供溫馨迷你戶外演唱、表演及party的地點。
2F/玩藝實驗室Fun!Art Lab
此展區以中型講座、電影欣賞、小型演出使用為主,約容納30~50人。
2F的實驗空間除了展示台灣新興藝術家致手可熱的作品外,這個平台也適合大小孩互動交流玩藝的地方。
另外,二樓實驗室亦能成為劇場表演區塊,讓觀眾感染力與藝術細胞活化整個玩藝實驗室。
